Türkiye’nin 1970'li yılları, Cumhuriyet dönemi siyasî tarihinin en buhranlı yıllarından birisi olma özelliği taşır. “Ara Rejim” şeklinde bir askeri vesayetin yaşandığı dönemin ilk yıllarında ortaya çıkan partiler üstü hükümet modeli ülkenin temel sorunlarını çözemediği gibi bunların daha da kronik bir durum kazanmasına sebep oldu. Ara Rejim dönemini bitiren 1973 seçimleri Bülent Ecevit liderliğindeki Cumhuriyet Halk Partisi’nin (CHP) zaferiyle sonuçlandı. Uzun uğraşılar sonunda CHP – MSP koalisyon hükümeti tarihi yanılgıyı ortadan kaldırma iddiasıyla kuruldu. Bu hükümetin dış politikadaki en önemli çıkışı Kıbrıs Barış Harekâtı (1974) oldu. CHP lideri Ecevit’in Kıbrıs zaferini sandıktan tek başına iktidar olma yolunda kullanarak koalisyonu bozması ülkeyi yeni bir sürece soktu. Türkiye güçlü bir hükümetin olmadığı bu süreçte bir yandan ABD’nin askeri ve ekonomik ambargosu gibi dış kaynaklı problemlerle boğuşurken, bir yandan da yüksek enflasyon, anarşi, yolsuzluk ve yoksulluk gibi iç problemlerle karşı karşıya kaldı. Siyasî cepheleşmenin/kutuplaşmanın sık sık gündeme geldiği 1970’li yılların ikinci yarısındaki en önemli gelişmelerden birisi de Milliyetçi Cephe adıyla tanınan koalisyon hükümetleri oldu. Bu dönemde merkez solu temsil eden CHP’ye karşı siyasi yelpazenin sağında yer alan milliyetçi-muhafazakâr partilerin güç birliği şeklinde ifade edilen Milliyetçi Cephe Hükümetleri iki kez kuruldu. Bu hükümetlerin ilki Mart 1975 – Haziran 1977 tarihleri arasında, ikincisi ise Temmuz 1977 – Ocak 1978 tarihleri arasında Türkiye'yi yönetti. Birinci Milliyetçi Cephe Hükümeti; Adalet Partisi (AP), Cumhuriyetçi Güven Partisi (CGP), Milliyetçi Hareket Partisi (MHP), ve Mili Selamet Partisi (MSP)'den oluşurken, İkinci Milliyetçi Cephe Hükümeti ise AP, MHP ve MSP üçlüsünün bir araya gelmesiyle oluştu. Dönemde AP’nin Kasım 1979 – 12 Eylül 1980 tarihleri arasında tek başına iktidar olduğu MHP ve MSP tarafından desteklenen hükümet kerhen/örtülü Milliyetçi Cephe Hükümeti olarak nitelendi. Demirel 12 Mart 1971’de iktidardan uzaklaştırılmasına rağmen 1970’li yıllarda açık ya da örtülü şekilde oluşturduğu Milliyetçi Cephe Hükümetleri ile dönemin en uzun süreli koalisyonunu kurarak ülkeyi yönetti. Bununla birlikte Milliyetçi Cephe Hükümetlerini oluşturan partilerin önceliklerinin farklılığı dönemde iç politikada ekonomik, siyasi ve sosyal sorunların çözülememesine neden oldu. Dış Politikanın konuları ise Kıbrıs Meselesi ve bunun çevresinde oluşan ABD’nin silah ambargosu, Ege Sorunu, Türkiye-AET ilişkilerinin yeniden düzenlenmesi oldu. Makalede Milliyetçi Cephe Hükümetleri ve uygulamaları döneme ait basın örnekleri ve araştırma inceleme eserlerden faydalanılarak analiz edilecektir.; Turkey’s 1970s have the characteristic of being one of the most depressing years in the Republican era’s political history. The non-partisan government model that emerged in the first years of the period of military tutelage in the form of the “Intermediate Regime” could not solve the main problems of the country and caused them to become even more chronic. The 1973 elections, which ended the Interim Regime period, resulted in the victory of the Republican Pople’s Party (CHP) led by Bülent Ecevit. After long struggles, the CHP – MSP coalition government was established with the claim of eliminating the historical mistake. The most important output of this government in foreign policy was the Cyprus Peace Operation (1974). CHP leader Ecevit’s use of the Cyprus victory to come to power alone from the ballot box and breaking the coalition put the country in to a new process. In this process, in which Turkey did not have a strong government, on the one hand, it struggled with external problems such as the military and economic embargo of the USA, on the other hand, it faced internal problems such as high inflation, anarchy, corruption and poverty. One of the most important developments in the second half of the 1970s, when political confrontation/polarization was frequently on the agenda, was the coalition government known as the Nationalist Front. In this period, the Nationalist Front Government, which are expressed as the union of forces of the nationalist- conservative parties on the right of the political spectrum, against the CHP, which represent the centre-left, were established twice. The first of these governments ruled Turkey between March 1975 and June 1977, and the second between July 1977 and January 1978. First Nationalist Front Government; While the Justice Party (AP), the Nationalist Movement Party (MHP), and the National Salvation Party (MSP), cosisted of the Second Nationalist Front Government, the AP, MHP and MSP came together. The government, in which the AP was in power alone between November 1979 and September 12, 1980 and supported by MHP and MSP was described as a blasphamy/covert Nationalist Front. Although Demirel was removed from power on March 12, 1971, he ruled the country by establishing the longest- lasting coalition of the period with the Nationalist Front Governments, which he formed openly or covertly in the 1970s. However, differences in the priorities of the parties that make up the Nationalist Front Governments caused the economic, political and social problems to be resolved in domestic politics in the period. The subjects of foreign policy were the Cyprus Issue and USA arms embargo formed around it, the Aegean Issue, and the reorganization of Turkey-EEC relations. In the article, the Nationalist Front Governments and their practices will be analyzed by making use of press samples and research studies of the period.

Türkiye’de 1923-1945 dönemindesiyasal hayat tek partili
özelliği göstermektedir. 1939-1945 yıllarında yaşanan İkinci
Dünya Savaşı’na girmeyen Türkiye gerek savaş sürecinde
gerekse de savaş sonrasında savaşın getirdiği birtakım
olumsuzluklarla karşı karşıya kalmıştır. Bu olumsuzluklar dış
ve iç etmenlerin etkisiyle iktidar üzerinde çok partili yaşama
geçme konusunda zorlayıcı bir etki yaratmıştır. Türkiye’de
gerek iç gerekse de dış şartların zorlamasıyla çok partili hayata
geçmek için adım atmaya hazırlandığı sırada Nuri Demirağ
Milli Kalkınma Partisi’ni kurmuştur. Parti, siyasal hayatımızda
etkin bir varlık gösteremese de partini kuruluşu demokrasi
kültürünün tesisi ve çok partili yaşama geçiş döneminde önemli
bir katkı sunmuştur. Partinin kurucusu ve başkanı olarak Nuri
Demirağ’ın bütün çabalarına rağmen parti içi karışıklıkların
sonlanmayışı ve parti etkinliklerinin yanlış noktalardan
değerlendirilmesi, partinin siyasal yaşamda silikleşmesine yol
açmıştır. 1957 yılında da parti başkanı Nuri Demirağ’ın ölümü
üzerine parti kurulunun toplanamaması nedeniyle Milli
kalkınma Partisi’nin siyasal yaşamımızdaki varlığı sesiz
sedasız bir şekilde sonlanmıştır. Çalışmam bu manada siyasal
yaşamımızdaki demokratikleşme süreci adına önemli bir
noktada duran Milli Kalkınma Partisi’nin siyasal serüvenini ele
almak ve kurucusu olan Nuri Demirağ’ın süreçteki rolünü
ortaya çıkarmayı hedefleyerek literatüre katkı sunma
amacındadır.; The political life in Turkey during the period of 1923-
1945 showed a single-party characteristic. Turkey, which
did not enter the Second World War in 1939-1945, faced
some negativities brought by the war both during and
after the war. These negativities have had a compelling
effect on the government to switch to a multi-party
system with the effect of external and internal factors.
Nuri Demirağ founded the National Development Party
while he was preparing to take a step towards a multiparty system in Turkey, forced by both domestic and
foreign conditions. Although the party could not show an
active presence in our political life, its establishment
made an important contribution to the establishment of
democracy culture and the Despite all the efforts of Nuri
Demirağ as the founder and chairman of the party, the
inconsistency in the party and the evaluation of party
activities from the wrong points led to the party's
indifference in political life. In 1957, the existence of the
National Development Party in our political life came to
an end quietly due to the fact that the party committee
could not convene after the death of the party chairman,
Nuri Demirağ.In this sense, our study aims to contribute
to the literature by aiming to discuss the political
adventure of the National Development Party, which
stands at an important point in terms of the
democratization process in our political life, and to reveal
the role of its founder, Nuri Demirag, in this process.

Birinci Dünya Savaşı’ndan sonra özellikle İngiltere’nin desteğini alan Yunan ordusu Megali İdea’yı (Büyük
Yunanistan) gerçekleştirme yolunda Anadolu topraklarını işgale girişti. Batı Cephesi’nde kurulan TBMM’ye
bağlı düzenli ordu Yunan ordusuna Büyük Taarruz ve Başkomutanlık Meydan Savaşı ile son darbeyi vurdu. Bu
zafer öncesinde esir alınan Yunan askerlerine, zafer sonrasında çok sayıda Yunan askeri ve ayrıca Yunan
ordusunun başkomutanı General Trikupis ile maiyeti de eklendi. Büyük Taarruz ve Başkomutanlık Meydan
Savaşı’ndan sonra esir sayısının hızla artması üzerine esir subaylar; Afyon, Kırşehir ve Kayseri’ye nakledildi.
Diğer asker ve sivil esirler ise Anadolu’nun farklı bölgelerine sevk edildi. Yunan savaş esirleri, Lozan Barış
Konferansı’nda Türkiye ve Yunanistan devletleri arasında imza edilen, esirlerin karşılıklı serbest bırakılmasına
ilişkin belgenin hayata geçişine kadar oluşturulan üsera garnizonlarında tutuldular. Bu üsera garnizonlarından biri
olan Talas Üsera Garnizonunda sadece Yunan subayları kaldı. Talas Üsera Garnizonu Uluslararası Kızılhaç
Heyeti tarafından iki defa teftişe tâbi tutuldu. Heyet, esirlerin ve garnizonun durumu hakkında raporlar düzenledi.
Bu çalışmada General Trikupis’in savaş meydanında esir düşmesi, Talas Üsera Garnizonu ve burada kalan esir
Yunan subaylarının durumu, Hilal-i Ahmer Cemiyetinin (Kızılay) esirlere yardımları üzerinde duruldu. Çalışma
arşiv kaynakları, hatırat, gazete ve telif-tetkik eserlerden faydalanılarak hazırlanmıştır.; After the First World War, especially with the support of England, the Greek army invaded Anatolian lands on
the way to realize Megali Idea (Greater Greece). The regular army of the Turkish Grand National Assembly
established on the Western Front dealt the final blow to the Greek army with The Great Offensive and the Battle
of the Commander –in-Chief. In addition to the Greek soldiers captured in the wars before this victory, many
Greek soldiers, as well as the commander –in-chief of the Greek army, General Trikupis, and her entourage were
also captured after the said victory. As the number of prisoners increased rapidly after The Great Offensive and
the Battle of the Commander –in-Chief, the captive officers were transferred to Afyon, Kırşehir and Kayseri.
Other military and civilian prisoners were transferred to different parts of Anatolia. Greek prisoners of war were
kept in the prisoner garrisons until the implementation of the document on the mutual release of prisoners signed
between the states of Turkey and Greece at the Lausanne Peace Conference. Only Greek Officers remained in
Talas Prisoner Garrison, one of these prisoner garrisons. The Talas Prisoner Garrison was inspected twice by
international Committee of the Red Cross. The delegation prepared reports on the condition of the prisoners and
the garrison. In this study, the captivity of General Trikupis on the battlefield, the Talas Prisoner Garrison and
situation of the captive Greek officers staying here, the aid of the Red Crescent Society to the prisoners will be
emphasized. The Study was planned to be prepared by making use archival resources, memoirs, newspapers and
copyright-reviewed works.

Tarihin en eski devirlerinden itibaren her toplum, kendisi açısından
değerli gördüğü olayları gerek dini inançlarından, gerekse de gelenek ve
göreneklerinden dolayı çeşitli etkinlikler yaparak kutlamış ya da anmıştır.
Batı toplumları açısından Fransız İnkılâbına kadar geçen süreçte çoğunlukla
dini ve geleneksel olarak yapılan bu etkinlikler Fransız İnkılâbı sonrasında
değişim göstermiştir. Söz konusu inkılâbın ortaya koyduğu
bağımsızlık/milliyetçilik fikri imparatorluklar dönemini sona erdirirken, ulus
devletler dönemini de başlatmıştır.
