Since before the publication of New Perspectives on Turkey’s spring 2023 issue, politics
has been at the top of the agenda of public discussions in Turkey. The reason was the
general elections for the presidency and the parliament on May 14; in the run-off on
May 28, Recep Tayyip Erdogan was re-elected for a third, five-year term and the party ˘
he leads, the Justice and Development Party (Adalet ve Kalkınma Partisi; AKP),
maintained its majority in the parliament in an alliance with the Nationalist Action
Party (Milliyetçi Hareket Partisi; MHP) and smaller extremist parties. To what extent
and how quickly the election results will lead to a further descent into full
authoritarianism – already well documented in the pages of previous NPT issues – is
something that social scientists are likely to continue to observe. Domestic politics
therefore will continue to be an important theme for social science research on

ON THE HISTORIOGRAPHY OF THE RISE AND DEMISE OF THE THIRD WORLDISM

After 1945, Western countries witnessed the awakening of the Third World.People of underdeveloped countries, who had been subjected to domination bydeveloped Western countries, showed an interest towards a project of the ThirdWorld; the underlying motto of which was shaped by disarmament, peace, andsocial and economic justice. This project aimed to embody a radical break fromthe economic, political, social, and cultural paths which were devised in the Westand then imposed on the rest of the world. This paper will analyze thehistoriography of this project. In this context, this paper will approach suchliterature from the lenses of social movements that emerged in the Third World,of nation states and of international relations. Through social movements, it willfirstly focus on the people’s struggles in the different regions of the so-calledThird World. Secondly, the paper will analyze academic works whose mainsubject is the anti-imperialist struggles of different nationalist governments. Andlastly, it will criticise scholarly works on the Non-Alignment Movement, which pursued an anti-imperialist and anti-colonialist political agenda at theinternational level.; İkinci Dünya Savaşı sonrası dünya Üçüncü Dünya halklarının uyanışına doğdu. Yüzyıllar boyunca “gelişmiş” Batı ülkelerinin hâkimiyetinde yaşamış halklar savaş sonrası silahsızlanma, barış, ekonomik adalet, gibi söylemlerle bezenmiş bir Üçüncü Dünya projesine yoğun ilgi gösterdiler. Bu makale Üçüncü Dünya projesinin tarih yazımını incelemektedir. Bu anlamda çalışma mevcut tarih yazımına toplumsal hareketler düzeyi, devletler düzeyi ve uluslararası düzey olmak üzere, üç düzeyde odaklanacaktır. Söz konusu üç düzeyde makale ilk olarak halkların dünyanın farklı coğrafyalarında verdiği mücadeleleri konu alacaktır. İkinci olarak, milliyetçi hükümetlerin anti-emperyalist mücadelelerini konu alan eserlere odaklanılacaktır. Son olarak ise, uluslararası düzeyde antiemperyalist ve anti-kolonyalist mücadele veren Bağlantısızlar Hareketi masaya yatırılacaktır.

Türkiye’de Kadın Kooperatifleri: Mevcut Durum Analizi, Kadın Güçlenmesi ve İstihdam Yaratma Potansiyeli

Türkiye hala toplumsal cinsiyet normlarının çok güçlü olduğu ve kadınların ekonomik yönden birçok dezavantajı yaşadıkları bir ülkedir. Bunun en bariz gözlemlenebildiği alan ise, işgücü piyasasıdır. Türkiye’de kadınların işgücü piyasasına katılımları ve istihdam oranları OECD ve AB ülkeleriyle karşılaştırıldığında oldukça düşüktür. Son dönemde kadın ekonomik ve sosyal hayata katılımlarının artırılması amacıyla alternatif bir güçlenme aracı ve istihdam modeli olarak kadın kooperatifleri öne çıkmaktadır. Nitekim kadın kooperatiflerinin yaygınlaşması amacıyla kamu kurumları, yerel yönetimler, uluslararası kuruluşlar ve STK’lar kadın kooperatiflerini maddi olarak ve kooperatiflerin kuruluş ve işletilmesiyle ilgili eğitimler aracılığıyla teknik açıdan desteklemektedirler. Ancak desteklerle sayıları gün geçtikçe artan kadın kooperatiflerinin mevcut durumunu ortaya koyan çalışmaların sınırlı olmasının yanında aktif kadın kooperatifleri ve bunların ortakları sayıları ile faaliyet alanları gibi bilgilere ulaşmak da oldukça güçtür. Bu alandaki bilgi eksikliği kadın kooperatiflerinin hem nicelik hem de nitelik açısından değerlendirilmesini zorlaştırmakta, kuruluş hedefleri ile faaliyetleri arasındaki ilişkinin analiz edilmesini engellemektedir. Bu çalışmada Türkiye’de kadın kooperatiflerinin mevcut durumu, kadın kooperatiflerinin istatistiki bölge sınıflandırmalarına göre düzey 2’de yer alan 26 bölgedeki dağılımları ve üretim ile hizmet sınıflandırmaları da dikkate alınacak şekilde incelenmiştir. Bunu yaparken Ticaret Bakanlığı’nın resmî sitesindeki verilerden, üst birliklerden elde edilen verilerden ve çalışma süresinde doğrudan iletişime geçilerek ulaşılan kadın kooperatiflerinin verilerinden yararlanılmıştır. Bu çalışma son yıllarda kadın kooperatif sayılarındaki hızlı artışa rağmen, kadın kooperatiflerinin kadın istihdamını arttırmada ve kadın güçlenmesini desteklemekte epey zayıf etkiler yarattığını göstermektedir. Fakat yine de uzun vadede kadın kooperatiflerinin toplumsal yaşamda ve çalışma yaşamında toplumsal cinsiyet eşitsizliklerinin ortadan kaldırılmasında veya azaltılmasında önemli bir güçlenme aracı olduğu söylenebilir.; Turkey is still a country where gender norms are deeply ingrained, and women face many economic disadvantages. The most noticeable manifestation of this is the low rate of women's participation and employment in the labor market, compared to OECD and EU countries. In recent years, women's cooperatives have emerged as an alternative tool for empowering women and creating employment opportunities. Public institutions, local governments, international organizations, and NGOs support women's cooperatives financially and provide technical training for their establishment and operation to promote their widespread adoption. However, despite the increasing number of women's cooperatives supported by these programs, there is limited research on their current situation, the number of active cooperatives, their partners, and their scope of activities. This information gap makes it difficult to evaluate women's cooperatives in terms of both quantity and quality and analyze the relationship between their establishment goals and activities. This study examines the current situation of women's cooperatives in Turkey, their distribution in the 26 regions classified as level 2 according to statistical region classifications, and their classification based on production and service categories. The data used in this study were obtained from the official website of the Ministry of Commerce, data from federations, and direct communication with women's cooperatives during the research period. The results of this study show that despite the rapid increase in the number of women's cooperatives in recent years, they have had a weak impact on increasing women's employment and empowering women. Nevertheless, it can be said that women's cooperatives are an important tool for empowering women and eliminating or reducing gender inequalities in both social and work life in the long run.

MİLLİ VE MODERN KÖYLÜNÜN PEŞİNDE: HALKEVLERİNİN KÖY GEZİLERİ

Erken Cumhuriyet Dönemi’nin yaklaşık ilk on yılı sonucunda rejimle halk ve köylüler arasındaki açıyı kapatmak üzere kurulan Halkevleri, o güne kadar genellikle dağınık cemaatler halinde yaşayan Anadolu köylülüğünden modern bir millet yaratmanın peşine düşmüş ve Türkiye’nin birçok bölgesinde kurulan bu kurum milletin özü olarak tarif ettikleri köylüyü keşfetmek ve medeni ve milli bilgiler doğrultusunda ıslah etmek için köylere geziler düzenlemişti. Ancak dönemin milliyetçi söyleminde romantik bir tarzla yüceltilen köylere düzenlenen bu geziler köy ve köylüyle gerçek karşılaşma anlarına denk düştü ve söylemsel olarak yüceltilen köylü ile var olduğu halde haliyle keşfedilen köylü arasındaki açı dönemin kadrolarına bir hayal kırıklığı olarak yansıdı. Bu makale, Kemalizm’in modern millet projesinin araçlarından birisi olarak köy gezilerine odaklanarak, Erken Cumhuriyet döneminde millet tahayyülünün köy gezileri gibi gerçek karşılaşma anlarında yaşadığı sarsıntıyı incelemekte ve köyü söz konusu milli ve modern imgeye göre dönüştürebilmek adına, köylünün içinde bulunduğu mevcut “geri” durumun tarihsel ve toplumsal kökenlerini neredeyse hiç dikkate almaksızın yapılan tavsiyelerin ve sınırlı da olsa bazı “bilimsel” uygulamaların köye ve köylüye dışsal kaldığını iddia etmektedir. Gerçekten de köy gezileri, rejim ile halkın kaynaştığı anlardan ziyade, köycü açısından yücelttikleri imgenin gerçekliğiyle karşılaştıklarında yaşadıkları bir hayal kırıklığı, köylüler açısından ise bir takım güç sahibi “dışarlılıkların” toplumsal yaşamlarına dokunmayan buyurgan tavsiye ve öğütlerinden ibaret kalmış, dolayısıyla, amaçlananın tersine rejim ve aydınlar ile köy ve köylü arasında bir sınır çekme edimine denk düşmüştür.; The People’s Houses which have been founded in the early 1930s with the aim of closing the gap between the existing regime and peasant masses have sought for transforming the Anatolian peasantry that had been until now living as dispersed communities into a homogenous modern nation. This institution whose branches have been opened up in the different parts of Turkey has tried to discover and then modernize and nationalize the Anatolian peasantry through the village excursions. But these excursions which have been conducted in the villages and among the peasantry that both have been romanticized and glorified in the nationalist discourse of the period turned into a moment in which the nationalist cadres have experienced the realities of the village life. In this article, through focusing on the village excursions, I’ll examine the challenges of the Kemalist imagination of the nation which came out of the such as fusion of moment between the regime and the people and assert that these inculcations and several limited scientific implementations which nearly completely ignored the historical and social roots of the “problems” of the village life in an effort to close the gap between the national and modern image of the regime and the real situation of the peasants remained by and large pointless for this social group. In fact, the village excursions rather than representing a moment of fusion between the regime and the people, meant a disappointment for the participants as they witnessed a very different and frustrating village life from what they had imagined. For the villagers, through the village excursions some outsiders who represented the state authority turned up for one day and made some recommendations which mostly did not resonate with their experiences. As a result, these were another border-separating activities between the regime and the people unlike its original purposes.
